ShortfallPolicyEnum.AVAILABLE_ONLY​

Units we can source ship now; everything left over stays on the order with no fulfillment.

ShortfallPolicyEnum.BACKORDER_REMAINDER​

Units we can source ship now; everything left over goes on one more fulfillment that waits for stock.

ShortfallPolicyEnum.REQUIRE_COMPLETE​

Nothing is created unless every unit can be sourced.

ShortfallPolicyEnum.SINGLE_FULFILLMENT​

When the order cannot be sourced, all of it goes on one fulfillment, which cannot ship until every unit is in stock. An order the buildings can cover splits normally.
